GM Service Bulletin 24-NA-040 states:
Engines that have been run or “hot tested” (i.e., had fuel in them) are considered hazardous materials. (https://safetyregulations.com/newsite/downloads/24-NA-040.pdf)
The bulletin also states that according to GM and Federal Regulations: The DEALERSHIP must have at least one trained and certified hazmat specialist to ensure compliance with Federal HAZMAT law.
