GM Service Bulletin 24-NA-040 states that when shipping engines:
Engines that have been run or “hot tested” (i.e., had fuel in them) are considered hazardous material or dangerous goods.

The bulletin also states that according to GM and Federal Regulations: The Service Agent (DEALERSHIP) is responsible for having at least one properly trained and certified hazmat specialist on-site to ensure compliance with 49 CFR 172.704 (Federal HAZMAT law).
